Our Team

Patrick Barker, CEcD | Executive Director

Patrick is a Certified Economic Developer and has been involved in an executive leadership position for local economic development efforts for more than fifteen years. Patrick holds a Bachelor's Degree in Regional Planning and Geography from Salisbury State University, a Master's Degree in Regional Planning from the University of Massachusetts-Amherst, and is a certified planner through the American Planning Association. Patrick serves as co-chair of Bright Futures-Frederick County, is a member and past-president of Virginia Economic Developers Association, and is a member of IEDC's Education and Certification Advisory Committee.

Areas of focus:  Strategic planning, project management, project negotiation, data analysis

Wendy May | Marketing Manager

Wendy has been marketing the Winchester-Frederick County community for more than a decade. She is a graduate of Shenandoah University with a Bachelor's Degree in Business Management and a Master's Degree in Business Administration. She earned certificates in Web Design and Development and Advanced Social Marketing from George Mason University and eMarketing Association, respectively, and is a graduate of Top of Virginia Regional Chamber's Community Leadership Program. She serves on the Top of Virginia Artisan Trail advisory team and on Lord Fairfax Community College's Business Curriculum Advisory Committee.

Donna McIlwee | Administrative Assistant

Donna has served as the EDA Administrative Assistant for more than 15 years where she manages financial records and provides project support. She retired from Allegheny Power prior to joining the EDA and serves as treasurer of the Virginia Order of the Eastern Star. 

Areas of focus: general inquiries, financial records, project support

Sally Michaels | Business Retention Manager

Sally Michaels has served as the EDA liaison to existing business in Frederick County for five years where she leads workforce development initiatives, the EDA's Business Call Team, and the Career Pathways program. Prior to the EDA, Sally worked for two of the area's leading employers, American Woodmark and Valley Health System. Sally has a Bachelor's of Arts in Psychology from George Mason University and an Associate's Degree from Lord Fairfax Community College. She serves on the Worlds of Work planning committee, on the Career & Technical Education Advisory Committee for the City of Winchester and Frederick County, and is an active member of Winchester Area Society of Human Resource Management.

Brad Veach | Project Specialist

Brad Veach recently joined the EDA as a project specialist where he manages the EDA’s industrial/commercial property database, assists with marketing efforts, and provides operational support for EDA programs and initiatives. Brad brings extensive experience to the team in the areas of marketing and government administration, having served as a director of parks and recreation, legislative aid in the Virginia General Assembly, and entrepreneur of his own marketing company. Brad earned a Bachelor's of Science in Sports Management and Minor in Business from James Madison University.
